Sorry you've had bad experiences with eBay electronics. Ebay can be a great place to get lots of stuff from but like anything, it is buyer beware. I get almost all of my gear from there and have mostly had positive experiences. As a technician I don't expect any used electronics I find on eBay to work 100%. I actually prefer the 'for parts or repair' pieces because not only is the price cheaper but the expectations are much less. Doesn't bother me a bit because I can fix most things.
I can see where people who aren't technicians get taken advantage of though. Keep trying to contact the seller and ALWAYS go through eBay. If you don't get any contact back, use the resolution center. You should be entitled to a refund, especially if the seller stated it was working and then refuses to answer you. It sucks not getting the device you wanted but at least you should be able to get your money back. Take a few pictures and send them to the seller or eBay. It may be a legitimate shipping damage problem. Either way, if the item was not as described, give the seller a chance to make the situation right. If the seller ignores you, take it up with eBay.
As an example, I just bought three non-working, but good condition Nakamichi decks from the original owner in one sale. The seller didn't want to pay the money to fix them but didn't want to see them go to eWaste either. Unfortunately when they arrived, even though he had double boxed them, all three decks were destroyed. The transports in all three were completely knocked out of their mounting posts and banging into everything inside. The box was beat up when it arrived and I suspected there might be damage so I got the camera out as I opened it and all the damage was revealed. I sent the pictures to the seller and didn't ask for anything, just let him know there was extensive shipping damage and how would he like to proceed? He promptly gave me a full refund, told me to keep the decks and do what I can with them and he would take it up with the shipper. I of course gave him positive feedback for going the extra mile to make things right. In the end there were no winners. The seller got no money and I got three destroyed decks for free that I may be able to fix one or two but probably they are all parts machines now.
